Non-Unit Professional position, 37.5 hours/week

SALARY: Anticipated salary range $70,000.00 - $85,000.00 per year plus fringe benefits. Salary will be commensurate with education and experience. GENERAL STATEMENT OF DUTIES:
Reporting the AVP of Facilities this position is responsible for the development and oversight of the project scope, schedule, budget, risk management, procurement and contract administration for all capital and facilities projects. The project manager works with the college community from project consumption through completion and represents the end user with vendors to generate project documents. Conducts walk-throughs with contractors and assists house doctors in the creation of bid documents and contract administration. Supports facilities capital and deferred maintenance planning. Maintains departmental information, data systems, drawings, records, etc. Administer service contracts and assists with day-to-day facilities operations by performing other duties upon request.

ESSENTIAL FUNCTIONS:
- Assist with department projects under direction of the AVP of Facilities.
- Manages minor projects and assists with major projects, deferred maintenance, construction, repairs and other facility improvement projects from start to finish. Coordinates project related work with college departments, occupants and other stakeholders to ensure minimal disruptions to the school.
- Helps develop project scope of work and other concept phase documents to assist house doctors and other consultants.
- Reviews project drawings, specifications, submittals, bulletins, RFIs and other project documentation. Prepares drawings as necessary. Ensures institutional building standards are met.
- Communicates progress and developments to all stakeholders.
- Assists with the preparation of feasibility studies, pre-planning studies and studies for projects required by DCAMM's deferred maintenance process and prepares drawings using AutoCAD, Revit, Visio, etc.
- Assists with day-to-day operations with direction from Associate Directors.
- Incumbent assists AVP of Facilities with college wide facilities planning.
- Provides support in the preparation of the space capacity, utilization analysis, maintaining accurate space inventory, floor plans and building vital information for facility needs assessment and oversight of aesthetic design principles for capital and non-capital projects.
- Conducts audits of invoices to ensure appropriate rates are charged and performed work is within standards set in the contract.
- Makes recommendations for contract extensions and improvements in future service contracts.
- Incumbent administers facilities data and records
- Assists with reporting requirements, assessments, surveys and programs established by DCAM, DHE or other regulatory agencies (Maintenance Standards Reports, Sightlines).
- Manages, maintains and ensures drawings, both physical and electronic, inventory and records for all College operated facilities are accurate and up to date.
- Modifies electronic drawings to reflect current state of college's property.
- Performs necessary space data validation and updates in facilities systems and performs field audits to validate the accuracy of drawings and records.
- Performs other supporting duties including, but not limited to, designing and composing documents, folders, reports and spreadsheets.
- Incumbent assists with managing the State's Capital Asset Management Information System (CAMIS)
- Maintains and updates the CAMIS database of facility locations, buildings, equipment, and components.
- Works cooperatively with the Division of Capital Asset Management (DCAM) CAMIS operation team.
- Administers deferred maintenance project and quarterly updates using CAMIS system
- Produces reports and analyzes data and performs other related supporting duties.
- Assists and champions construction site safety
- Construction Safety is of extreme importance to North Shore Community College.
- Project Manager will act as an advocate for Student, Worker, Faculty and Staff Safety

Job Requirements:
- Bachelor's degree in Construction Management, Facilities Management, Engineering, Architecture, Business Administration, or other field related to the area of assignment with 2 years of related experience or an equivalent combination of education, training and experience
- Ability to write field reports
- Knowledge of contract documents and specifications
- Ability to interpret architectural drawings, construction documents and electronic files.
- Must possess strong communication skills, both written and oral.
- Ability to interact with various agencies/individuals (i.e. employees, other departments, outside agencies and vendors) to coordinate activities and resolve problems.
- Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria
- Strong analytic skills and experience with facilities information record-keeping
- Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.
- Knowledge of standard preventative maintenance procedures in the operation of building maintenance/mechanical systems.
- Computer skills in CAD, REVIT, BIM, VISIO, Bluebeam and Microsoft office applications.
PREFERRED QUALIFICATIONS:
- Experience with large capital projects preferred
- Knowledgeable in Massachusetts public construction and procurement laws. MCPPO certification preferred
- 3+ years of experience
- Previous experience working in an institution of higher education
- Familiarity working within a unionized workforce
- Previous experience with establishing institutional standards
- Trades, construction, and design experience
- Professional certifications such as PMP or other PMI certifications
- Knowledgeable in a CMMS software such as TRIRIGA or similar.
