Job Description:
Madison College's Institutional Policy & Strategy Department is seeking an Economic Development Administration (EDA) Project Compliance Coordinator to support the efficient operation of the EDA Actualizing BioHealth Career (ABC) Pathways Grant.
The EDA Project Compliance Coordinator will oversee all project functions in alignment with Madison College's role as the lead applicant and fiscal agent. Key responsibilities include coordinating performance reporting to the HUB and ongoing monitoring of subaward recipients.
This role is responsible for ensuring grant compliance and managing project coordination related to core grant activities. Additionally, the EDA Project Compliance Coordinator assumes functional responsibility for the implementation of the EDA Tech Hubs grant project, maintaining regular communication with the Principal Investigator (PIs) and subaward organizations, assisting the financial analyst with budget report preparation, conducting account reconciliation and analysis, facilitating procurement, and ensuring compliance, and supporting subaward monitoring activities.
This is a full-time, 52-week-per-year position with general working schedule of Monday through Friday, 9:00am to 5:00pm. The role offers the option to work fully remote, with a requirement to attend at minimum two (2) on-campus meetings per year. Travel funding will be provided for on-campus meetings. Please note that remote work is subject to change in accordance with Madison College policy.
While preference will be given to those candidates residing in the state of Wisconsin, we are open to consideration of other domestic locations.

Essential Responsibilities:
- Serves as Budget Manager for the Center. Works closely with Financial Analyst, Office of Grants & Special Projects, Finance Office, and Purchasing Office
- Determines if expenditures are allowable and align to the scope of the grant.
- Reviews monthly and quarterly grant financials to ensure completeness and accuracy; initiates corrections as needed.
- Assists in determining if grant budget modifications are needed to align to the activities.
- Leads communication and prepares justifications related to procurement to ensure Madison College and Grant rules and regulations are being followed.
- Reviews subaward invoices and supporting documentation and ensures all is accurate, aligns with budget, and has appropriate back-up documentation. Coordinates directly with subaward partners.
- Plans and tracks the project roadmap and monitors progress.
- Co-leads EDA desk reviews and audit preparation in conjunction with the Financial Analyst and Grant Accounting.
- Ensures subrecipient monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.
- Leads regular monitoring reviews to ensure subawardee compliance with NSF and OMB requirements for grant financial management.
- Establishes written operating policies and documentation.
- Provides consistent, written instructions, forms/materials, and deadlines to subrecipients for compliance with regulations and policies.
- Recommends actions necessary to resolve issues/concerns.
- Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.
- Works with the Financial Analyst to recommend and implement consistent record keeping policies and procedures for use project-wide to ensure accurate and timely documentation of expenses and deliverables. Prepares (with input from PI(s) and subawardees partners) and submits required grant reporting and other funder documents.
- Interfaces with stakeholders/user departments to provide sound advice and recommendations regarding procurement actions.
- Serves as a liaison to Post Award Coordinator for time and effort tracking for all Tech Hub employees. Maintains comprehensive records on personal and professional service agreements to comply with applicable laws and requirements for time and effort reporting.
- Contributes to the ongoing improvement of workflow, project practices, business processes, and implementation policies.
- Assists with grant proposal preparation related to spin-off grants generated by the Tech Hub
- Assists in the coordination of activities among the college and industry partners, monitoring expenditures and tracking program components.
- Maintains a commitment to the college mission, vision and values.

Knowledge, Skills & Abilities:
- Skill in communicating effectively and professionally, both orally and in writing.
- Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities.
- Working knowledge of higher education business operations and federal/state grant programs, processes, and regulations.
- Ability to coordinate, organize, schedule, and perform responsible and complex budget management procedures requiring the use of independent judgment, initiative, and application of general accounting principles.
- Demonstrated ability to utilize financial accounting software systems (e.g. Workday, PeopleSoft Finance) and supporting processes to monitor expenditures, produce financial reports, reconcile expenses, and initiate corrections. Demonstrated ability to work independently, manage processes and communicate detailed information and guidance.
- Ability to effectively coordinate interactions and manage relationships between stakeholders, faculty, project staff and relevant college personnel.
- Demonstrated project management skills, including knowledge of tools and processes for effective timeline monitoring, deliverables tracking, regular team communication and continuous improvement strategies.
- Attention to detail and accuracy, with excellent verbal and written communication skills. Ability to facilitate the evaluation, analysis, and resolution of complex problems.
- Ability to interpret and apply laws and regulations, executive orders, Office Management Budget (OMB) circulars, funder requirements and state statutes and other regulations as they relate to grant administration.
- Ability to establish and maintain comprehensive and accurate files and records as well as prepare concise and complete reports as required.
- Knowledge of modern office practices and equipment, including cloud-based record management and filing systems, virtual meeting and telephone conference techniques, digital correspondence and report writing.
Minimum Requirements:
- Bachelor's degree or equivalent working experience. *Experience used as an equivalent of an educational requirement is in addition to any experience required by the position.
- Five (5) years of grant project implementation, and/or financial management experience.
